Reps Gives Discos 72-Hour Ultimatum Over ₦100bn Federation Account Debt

The House of Representatives Public Accounts Committee (PAC) has summoned the management of Ibadan, Benin and Port Harcourt Electricity Distribution Companies over more than ₦100 billion in outstanding payments owed to the Federation Account.

The committee issued a 72-hour ultimatum to Ibadan Electricity Distribution Company (IBEDC), Benin Electricity Distribution Company (BEDC) and Port Harcourt Electricity Distribution Company (PHEDC) to appear before it or face sanctions for legislative contempt.

The directive was handed down on Monday during a public hearing of the committee, chaired by Rep. Bamidele Salam, following the companies’ repeated failure to honour previous invitations.

The decision was taken after consideration of an interim report presented by the chairman of the subcommittee, Hon. Mark Chidi Obetta.

The committee recalled that on August 20, 2025, it summoned 11 electricity distribution companies over a cumulative debt of about ₦2.6 trillion owed to the Federation Account.

Despite the invitation, the management of IBEDC, BEDC and PHEDC have consistently failed to appear to account for their liabilities, as contained in the Auditor-General’s reports for the 2021 and 2022 financial years.

Condemning the conduct of the Discos, the committee described it as a deliberate act of legislative contempt and warned that stiff sanctions would be imposed if they fail to appear before the panel on Thursday, December 18, 2025.

Hon. Salam expressed concern over the long-standing nature of the debts, noting that some of the liabilities have remained unpaid for over a decade.

He stressed the need for urgent steps to recover the funds and ensure proper accountability in the management of public resources.

The committee consequently reiterated its directive, insisting that the management of the affected Discos must appear on Thursday to provide explanations for the outstanding payments.
