The Nigerian Communications Commission (NCC) has released its Q4 2025 Network Performance Report, providing a data-driven assessment of mobile network quality, broadband coverage, and connectivity trends across Nigeria.
The report was presented on January 28, 2026, as part of the Commission’s ongoing monitoring of telecom service quality in Nigeria, aimed at identifying performance gaps and guiding regulatory actions to improve subscriber experience.
Key Findings from the NCC Q4 2025 Report
Presenting the report, the Executive Vice Chairman of the NCC, Dr. Aminu Maida, described it as a reflection of real user experiences, generated from data collected from millions of mobile subscribers nationwide.
According to Dr. Maida, the assessment covered mobile network coverage and signal strength along over 300,000 kilometres of major road corridors, offering insight into the connectivity challenges faced by commuters and motorists.
The report revealed that despite the expansion of 5G network infrastructure in Nigeria, several locations still experience weak signal strength and slow internet speeds. It also identified persistent network quality gaps in rural areas, alongside issues related to network stability and latency.
Improvements in Network Quality and Broadband Performance
The Executive Commissioner for Technical Services, Engr. Abraham Oshadami, noted that the findings demonstrate measurable progress in network performance, particularly in median download speeds across both urban and rural communities compared to the previous quarter.
He explained that the report serves as a critical tool for telecom performance monitoring, spectrum optimisation, infrastructure expansion, and enforcement of Quality of Service (QoS) standards, especially in underserved areas.
Data from the report also showed a narrowing gap in video Quality of Experience (QoE) between urban and rural users, as well as continued strengthening of Nigeria’s 4G network. However, challenges remain in 5G coverage expansion and upload speed disparities, which the NCC says it is actively addressing with network operators.
Telecom Investment and Infrastructure Growth
The NCC disclosed that over $1 billion was invested in Nigeria’s telecommunications sector in 2025, leading to the deployment of approximately 2,850 new network sites nationwide. The investment is expected to enhance broadband penetration and improve network reliability across the country.
NCC Urges Balanced Media Reporting
Speaking at the event, the Head of the NCC’s Public Affairs Department, Mrs. Nnenna Ukoha, called on journalists to adopt constructive and balanced reporting on telecom developments. She encouraged the media to highlight both challenges and achievements, while drawing attention to innovations, investments, and solutions shaping Nigeria’s digital economy.
Mrs. Ukoha stressed that responsible reporting plays a vital role in promoting public confidence and supporting the growth of the Nigerian telecommunications industry.
