Reps Publishes Four New Tax Laws for Public Access

The House of Representatives has released four recently enacted tax reform laws for public access, verification and official reference, following concerns over the circulation of unauthorised versions of the legislation.

The disclosure, approved by Speaker Abbas Tajudeen, comes after President Bola Tinubu signed the bills into law. The Acts made public are the Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; National Revenue Service (Establishment) Act, 2025; and the Joint Revenue Board (Establishment) Act, 2025.

In a statement issued on Saturday, the House said the decision was taken to safeguard legislative integrity and reassure the public of the authenticity of the laws. The move was jointly endorsed by Speaker Tajudeen and Senate President Godswill Akpabio, who directed the immediate release of the Certified True Copies (CTCs), including endorsement and presidential assent pages.

The House Spokesman, Rep. Akin Rotimi, explained that an ad-hoc committee chaired by Hon. Muktar Aliyu Betara has been mandated to investigate the circumstances surrounding the appearance of conflicting and unauthorised versions of the tax laws in circulation. The committee is also expected to propose safeguards to prevent future occurrences and protect the credibility of parliamentary records.

According to the statement, concerns over the integrity of the documents were first raised on the floor of the House after a lawmaker identified discrepancies in versions of the Acts being circulated publicly. Acting on the matter, the Speaker ordered an internal verification exercise and authorised the public release of the certified documents to clarify the situation and restore confidence.

Speaker Tajudeen said the tax reform process underwent extensive stakeholder engagement, committee scrutiny, clause-by-clause consideration and robust debate at plenary before passage, stressing that the reforms were guided by fairness, transparency and strict adherence to constitutional and parliamentary procedures.

“These landmark legislations form the foundation of Nigeria’s modern tax reform framework. They are designed to strengthen revenue administration, improve compliance, eliminate duplication, reduce inefficiencies and enhance fiscal coordination across the federation,” the Speaker said.

He reaffirmed that the National Assembly remains an institution grounded in proper documentation, procedure and institutional memory, adding that every bill and amendment follows a clearly defined legislative pathway.

“Once a law is passed and assented to, its integrity is preserved through certification and legislative custody. There is no ambiguity as to what constitutes the law,” Tajudeen stated.

The Speaker further stressed that only the versions of the tax Acts certified and released by the National Assembly should be regarded as valid and authoritative. He urged the public, institutions, professionals and stakeholders to disregard any documents not issued by the legislature, noting that such materials do not form part of the official legislative record.

The House also disclosed that the Clerk to the National Assembly has completed the process of aligning the certified Acts with the Federal Government Printing Press to ensure uniformity, accuracy and consistency. Hard copies have been distributed to members of both chambers and made available to the public to ensure clarity and ease of reference.

The House said the action reflects the leadership’s commitment to transparency, accountability and public confidence in the law-making process.
